Our inspection app sent a bracket request, then crashed before saving an outcome. Startup calls it pending and sends it again. I want to split never sent from sent but unknown; the UR5e may have continued while our file stood still.

What retained request, receipt or result can the author reconcile against that original attempt? Preserve its identity and keep the uncertain case from automatic resubmission. A missing local outcome does not establish that the inspection never happened.
