Why are scratch labels settled before we understand the bezel images?

I am helping prepare an FR5 inspection of reflective aluminium bezels. The fixed-camera examples have bright streaks that change with presentation, yet somebody has already labelled them scratches. Before commissioning, how should we establish physical references and capture conditions that make threshold tuning meaningful?

Find out who can decide the actual cosmetic condition of each retained bezel, then tie that decision to the images. Moving brightness is an observation, not a defect verdict. Compare known accepted and rejected parts under recorded conditions, including the presentation variation your process will allow.
