Would a stronger clamp hide a locating problem?

Our proposed nest for Universal Robots UR5e doing presenting mounting brackets for inspection in a precision fixture review area contacts several surfaces on a milled support bracket. CAD looks tidy, but my bench samples don't all sit the same way. Someone suggested a stronger clamp. How do I check whether the locating scheme is fighting itself before we approve tooling?

Which contacts establish the drawing datums? Mark those separately from supports and clamps, then compare that map with the samples that rock.

On my sketch, the mounting holes and outside wall both determine lateral position. Everything is labelled as a locator, with no stated priority between those contacts.
