How do I compare FR5 quotes with fixture costs still blank?

Our carton-pocket proposal includes arm and tool prices. Fixtures, guarding and shift training remain unpriced. What can I compare?

Compare scope first. A blank isn't a bargain.

One quote covers a single carton. We need three. Asked both for the same variants.

Our estimate once put customer supplied beside every difficult bit and still looked impressively complete. Give each unknown an owner and a next pricing step. Internal time belongs there too, even if nobody sends you an invoice for it.

Added owners for fixtures, safety review and training. Our changeover time was missing too.

Is someone costing the extra nests and their storage?

And what is the current manual method costing you? You'll need that baseline to judge whether the eventual total is worthwhile, not just whether one supplier is cheaper than the other.
