Include him operating it after an agreed handover. Give him paid time for that work and record the help he needs. A demonstration run with you beside him will not answer his concern.

He's willing if we agree a limit on further fixture work first. I hadn't set one. The prototype has been borrowing little pieces of the toolroom's time.

Anil, would you measure the whole shift or just those 38? Our short jobs often looked marvellous until we put the next product back on the bench.

The job plus the change into and out of it. Whole-shift context can help, but don't bury the actual task in an average nobody can explain.

We now have a baseline including clearing for the next product, and agreed a fixture allowance plus staff-hour cap. My colleague has the same authority to stop the trial as I do. No trial run yet.

Is his training time inside that cap or additional? Make it visible either way.

Let us know whether he can complete the agreed job and changeover without you taking over. Record any assistance honestly; it may show a small handover repair or a much larger support requirement.
