Our FR10 inspection request was sent before the application crashed, but its result was not saved and startup resubmits pending records automatically; I already distrust a saved pocket as physical proof, and this inspection file has the same basic problem of treating missing bookkeeping as evidence work never happened.
Why would pending authorise another FR10 inspection after a crash?

Hold ambiguous requests from resend. Preserve durable request and receiver evidence, then reconcile only what identifies this attempt.

Automatic resend is held for the uncertain records; we retained the original files and asked the receiver owner which evidence can identify the bracket attempt, with no matching result established yet.
