Have you got bracket identity on both attempts? Otherwise the report can't tell a retry from a second physical bracket, however tidy you make the counter.

18 pointsUse those IDs, then. Keep the failure in the history, accept the successful result only once, and build the quantity from uniquely accepted brackets rather than message arrivals.
