One bracket failed, passed a reviewed retry, then appeared twice after reconnect. Our batch total counts report rows.

Have you got bracket identity on both attempts? Otherwise the report can't tell a retry from a second physical bracket, however tidy you make the counter.

Yes. Bracket identity and separate attempt IDs. The reconnect repeats the successful attempt ID.

Use those IDs, then. Keep the failure in the history, accept the successful result only once, and build the quantity from uniquely accepted brackets rather than message arrivals.

Replay now counts it once. Still checking what happens if quality later withdraws acceptance.

Worth settling that with quality before release. A later failed check shouldn't silently invent your acceptance policy. Did the replay retain both attempts where someone can actually see them?
