I want the operator page to explain our UR5e housing hold, but the startup helper still puts every missing-result entry back in the queue. One request was sent before the crash. Clearer wording will not fix that selection rule. What should I ask the developer to demonstrate?

Show the held attempt retaining its identity and reason through another restart, without becoming a new request. Then show genuinely unsubmitted work separately. What evidence does the application use to tell those cases apart, rather than treating no result as never sent?

It currently has no such distinction. Developer has withdrawn automatic resend from the draft and is defining the states around sending and saving. The held housing remains identified; no recovery instruction approved yet.
