That pocket was intentionally unused for the short run. The displayed tray map did not show the planned gap.

Then fix the displayed job map with its author and define how operators recognise the planned gap. Keep an unexpected empty pocket as a different case with an agreed hold and escalation. Otherwise the new lesson will be just as misleading, only in the opposite direction.
