I've already kept old receipts attached to their own attempts. But our FR10 startup list still lumps never-sent plates with sent requests whose result is missing, and resends both.
Get those uncertain requests out of automatic resend first. You can exercise the restart decision with saved cases without sending another plate anywhere. What evidence does the application have that a particular request never left it? A missing receipt won't be enough.
