An inherited cell I supported had one trained person and three shifts. Training had been supplied, but coverage had not. Ask both offers to name who gets trained, on which tasks, and who prepares the material for the remaining operators.
Include changeover and expected recovery tasks, with time for supervised practice. A demonstration to the project lead is not the same job as preparing operators to run the installed station.
Show those as explicit open costs with owners. Have the complete safety design and validation scope reviewed too, so an enclosure price doesn't become the whole allowance by accident.
Can you walk both suppliers through one ordinary order before asking for new totals? It might uncover more missing steps without buying anything. Including the bench clear-down, which somehow never gets a starring role.
