Who should assess our UR5e tool-interface damage before power-up?

I have left our delivered UR5e unpowered because the crate corner is crushed, its supports shifted and the tool-interface cover area is visibly damaged; the seller has my arrival photographs but has only suggested switching it on, so who should define the assessment before we go any further?

A qualified service assessor needs the damage history and package identities. Keep it unpowered pending that assessment; agree its scope and cost responsibility with the seller, and retain the packaging and arrival photographs.
