Our puck is still held after an interrupted transfer, but the saved destination has advanced. Which event should own that update?

Define the transfer stages and their evidence before assigning the update. A saved next-pocket value cannot establish that placement occurred. Review the interruption boundaries with the cell owner, including uncertain tool or destination state and the recovery method for each.

Yes. Also consider placement completing before the updated pocket is saved. Moving the save later can exchange one failure case for another unless recovery reconciles the retained transfer identity with physical evidence.
